1. ROLE OBJECTIVE

This role is central to the Center's human resources and administrative operations, serving as a key advisor to the Board of Directors on building and developing a sustainable organization aligned with SVW's wildlife conservation mission.

The Human Resources and Administration Manager reports directly to the Director and the Deputy Director in charge of Human Resources.

Key focus areas for this role include:

  • HR Strategy: Lead the development and implementation of an effective, flexible HR management system tailored to the Center's specific operational needs.

  • Improvement and Development: Drive the enhancement of human resource quality, foster organizational culture, and continuously improve performance.
  • Compliance and Standardization: Ensure that HR and administrative policies and procedures fully comply with Vietnamese law and the international management standards that SVW is committed to upholding.

2. KEY RESPONSIBILITIES

A. HR MANAGEMENT & ORGANIZATIONAL DEVELOPMENT (≈ 80%)

1. HR Strategy & Recruitment Planning

  • Develop and implement annual/quarterly HR development strategies aligned with the Center's context and growth objectives.
  • Standardize job descriptions (JDs) for all roles, competency frameworks, evaluation criteria, and recruitment and onboarding processes.
  • Directly participate in interviewing for key positions and propose HR management solutions that align with SVW's culture and mission.

2. Organizational Culture & Employee Engagement

  • Act as a bridge between team members and the Board of Directors, ensuring adherence to SVW's code of conduct while inspiring and fostering motivation and trust across the entire organization.
  • Design and implement onboarding, team-building, and internal communication activities to strengthen the connection between office staff and field teams.
  • Work closely with managers at all levels to integrate organizational culture into daily operations.

3. Organizational Discipline & Performance Management

  • Establish and operate a performance appraisal system tailored to the NGO environment, ensuring fairness and motivating staff.
  • Review and update labor regulations and reward/disciplinary policies; directly handle or participate in resolving violations of labor regulations, internal conflicts, contract terminations, and resignations within the scope of functional responsibilities.
  • Develop human resources risk management and prevention plans aligned with the Center's development model.

‍4. Capability Development & HR Policies

  • Identify training needs and develop or organize training programs to build the necessary competencies and skills for each department and position.
  • Advise the Board of Directors on strategies for training and developing professional competencies and skills for each position, in line with the Center's development direction.
  • Review and propose salary, bonus, and benefits policies for Center staff that are appropriate to the general context and ensure market competitiveness.
  • Develop health and workplace safety policies (Staff Care), specifically tailored for personnel working in various project regions.

5. Labor Relations & HR Data Management

  • Directly resolve disputes, complaints, and issues related to labor relations; consult with the Deputy Director in charge of HR and the Board of Directors on solutions for resolving disputes/complaints when necessary.
  • Collect and analyze staff feedback regarding issues related to their work experience at the Center; propose solutions to improve the working environment.
  • Establish a system for storing, digitizing, and securing HR data, ensuring information is accurate, up-to-date, and in strict compliance with security standards.

B. ADMINISTRATIVE & EXTERNAL AFFAIRS (≈ 20%)

  • Organize administrative meetings: prepare meeting agendas, record conclusions, and monitor and follow up on the implementation of assigned administrative tasks.
  • Coordinate with relevant departments to deploy and assign tasks to Administrative Officers and supervise administrative activities as directed; ensure that administrative tasks are carried out according to procedures, on schedule, and meet quality requirements.
  • Establish and monitor administrative management processes: assets, equipment, vehicles, records and official correspondence, contracts, volunteer programs, fundraising goods, reception, and event logistics.
  • Serve as the primary point of contact with authorities and partners (VUSTA, Departments, etc.): handle labor reporting, visa and permit procedures for foreign experts, and reports as required by state management agencies and governing bodies.

3. COMPETENCY REQUIREMENTS

1. Qualifications & Experience

  • Bachelor's degree or higher in Human Resources, Management, Law, Administration, or related fields.
  • Knowledge of labor laws and regulations; in-depth expertise in human resource management.
  • At least 5 years of experience in Human Resources, including:
  • A minimum of 3 years in a management or HR Manager role.
  • Preference will be given to candidates with experience in NGOs, non-profits, or social-impact organizations.

2. Competencies & Skills

  • Comprehensive understanding of HR management, including recruitment, labor relations, training, and talent development.
  • Systems thinking, with the ability to establish, manage, and optimize effective HR and administrative processes.
  • Fluent in English, with proficiency in office software (Google Workspace, MS Office).
  • Strong conflict resolution and disciplinary management skills.
  • Ability to analyze, exercise sound judgment, and provide strategic advice to the Board of Directors.
  • Understanding of and empathy for the non-profit/conservation sector, with a clear grasp of SVW's operations and programs.
  • Excellent communication skills and the ability to build strong relationships with colleagues and partners.
  • Proficient in leadership, teamwork, and motivating others.
  • Scientific, organized, and highly disciplined work style.
