Policy Advocacy
Save Vietnam's Wildlife actively engages in wildlife conservation policy advocacy, providing evidence-based input informed by scientific research, field data, and practical experience. Through this work, we help strengthen Vietnam's legal framework and improve the effectiveness of wildlife conservation.
As a non-governmental science and technology organization led by a Vietnamese team, SVW is a trusted partner for central agencies, ministries, and local authorities in proposing improvements to wildlife management and conservation.
We have achieved significant success in our policy advocacy and development programs aimed at strengthening legal protections for wildlife in Vietnam.
SVW has participated in over 20 technical and national conferences to consult on government laws and decrees regarding wildlife. We have developed comprehensive profiles on small carnivores and pangolins in Vietnam and contributed the latest updates on the international conservation status of pangolins. The Center has organized and participated in campaigns advocating for stricter penalties for illegal wildlife hunting and trafficking, and has actively engaged in government meetings and workshops on wildlife conservation.
KEY ACHIEVEMENTS
Together with other NGOs, we successfully advocated for the Prime Minister to issue Directive 29/CT-TTg on strengthening wildlife management.
SVW leads the development of data and conservation status assessments for carnivores and pangolins, while providing recommendations for wildlife management decrees and circulars, such as Decree 160/2013/ND-CP, Decree 64/2019/ND-CP, Decree 06/2019/ND-CP, and Circular 90/2019/TT-BNN.
Contributed to the advocacy process to move 8 pangolin species from Appendix II to Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
In 2014, successfully consulted on the removal of pangolin scales from the list of medicines covered by health insurance.
Successfully advocated for the inclusion of trapping and hunting with dogs in Decree 35/2019/ND-CP, and increased penalties for the illegal trade, hunting, and transport of wildlife under the Penal Code.
Contributed to the first-time inclusion of the Owston's civet, marbled cat, and large-spotted civet in the list of endangered, precious, and rare species prioritized for protection under Decree 64/2019/ND-CP, which amended the species list in Decree 160/2013/ND-CP. As a result, these civet species have gained the attention of law enforcement agencies, and violations involving them can now be prosecuted.

We are seeking support from the community, organizations, and businesses to fund the construction of 34 breeding enclosures for Owston's civets, 10 enclosures for Chinese pangolins, and additional facilities to house successful offspring throughout 2024-2025.
