On April 7, 2023, at Ba Vi National Park, Save Vietnam’s Wildlife, in collaboration with the Vietnam Administration of Forestry and the CITES Management Authority of Vietnam, held a consultation workshop to develop a draft decree framework to replace Decree 06/2019/ND-CP and Decree 84/2021/ND-CP on the management of endangered, precious, and rare forest plants and animals, and the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The workshop was chaired and directed by Dr. Bui Chinh Nghia, Deputy Director General of the Vietnam Administration of Forestry, and Ms. Ha Thi Tuyet Nga, Director of the CITES Management Authority of Vietnam. The event was attended by 48 delegates from state management agencies, including the Institute of Ecology and Biological Resources, the Department of Special-use and Protection Forest Management, and the Forest Protection Department, as well as representatives from national parks, NGOs such as WWF, FAO, TRAFFIC, HSI, GIZ, WCS, and ATP, and various rescue centers.

At the workshop, the Deputy Director of the CITES Management Authority of Vietnam presented the necessity of drafting a decree to replace Decrees 06/2019/ND-CP and 84/2021/ND-CP, while outlining the general principles for drafting a government decree. Mr. Nguyen Van Thai, Director of Save Vietnam’s Wildlife, presented recommendations to be included in the draft framework to address the challenges and ambiguities encountered when applying the two existing decrees.

Following this, guests broke into groups to discuss the fundamental sections and articles for the draft framework. In her closing remarks, Ms. Ha Thi Tuyet Nga, Director of the CITES Management Authority of Vietnam, directed the continued review of the draft framework to ensure compliance with the constitution and other national laws, while also reducing unnecessary administrative procedures to help agencies, organizations, businesses, and individuals apply the decree clearly and accurately.
